The evidence from years of investigation by the WOIPFG indicates that the General Hospital of Chinese People's Armed Police Forces has long been harvesting organs from living Falun Gong practitioners. Moreover, organ transplant research was suddenly launched after 1999, and organ transplantation has developed rapidly since, which is highly synchronized with the advent and course of the CCP’s persecution of Falun Gong. The waiting times are extremely short, the source of organ donors is conveniently sufficient, and there are multiple expert transplant teams, etc. It is one of the units with huge numbers of transplants in the entire nation and PLA. It is one of the most serious criminal units suspected of engaging in live organ harvesting from Falun Gong practitioners.

The General Hospital of Chinese People's Armed Police Forces is a large-scale comprehensive tertiary Class A hospital that integrates medical treatment, health care, teaching, scientific research, and rescue. The hospital has 54 departments and 1,380 beds. There are 13 doctoral tutors, 100 master’s tutors, a national level “postdoctoral research workstation,” a university medical teaching and doctor training base. [1].

I. The General Hospital of Chinese People's Armed Police Forces has never stopped

harvesting organs from living Falun Gong practitioners

practitioners are detained

Subject: Wang Jianli, transplant surgeon at the General Hospital of Chinese People's Armed Police Forces

Date of investigation: After 2006

Excerpts:

Investigator: Have you heard about Sujiatun recently? Will you go there to get it [the organ]? Will you go to Shenyang?

Doctor Wang Jianli: We have them all over the country.

Investigator: Some parts of the country are so far away, so will it still be very fresh after your flights, if you go that far?

Doctor Wang Jianli: Hey, we go by air. From Yunnan and Xinjiang, it takes only about 3 hours to Beijing! Flying from Changchun and Shenyang to Beijing takes only an hour. Would that be too late?

Investigator: So what you meant was, you can drive straight to the execution ground or prison, right? And then fly right back?

Doctor Wang Jianli: It’s not like that. We got on an airplane after we had the organ; it was within a very short period of time. And in four or five hours we were back in Beijing.

Subject(s): Wang Jianli, doctor at deputy director level with the Institute of Organ Transplantation, General Hospital of Chinese People's Armed Police Forces in Beijing

Date: November 2, 2018   (13911723417):
Excerpts:

Doctor Wang Jianli: Not sure when that can be ready, but we have a lot of organs here! A surgery can be arranged within one or two weeks.

Investigator: Are the organs you are using now the healthy organs from Falun Gong practitioners, normal donors, right?

Doctor Wang Jianli: Right, right, right. (A liver transplant) can be done with 200,000 or 300,000 (yuan).”

Personal profile: Physician at deputy director level of the Organ Transplant Institute, General Hospital of Chinese People's Armed Police Forces. He is currently the leader of the Liver Transplant and Kidney Transplant Team at the Liver Transplant Institute of the Armed Police General Hospital. [3]. [4].

3. Admitting in Acquiescence of Using Falun Gong Practitioner Organs

Subject(s): Chen Xinguo, Director of Liver Transplant Program, General Hospital of Chinese People's Armed Police Forces [5]

Date of investigation: October 19, 2018   (+13701220662)
Excerpts:

Investigator: The end of the month should be fine, right? That’s about more than a week’s time.  We don’t want organs from those who’ve been tortured or who’ve gone on hunger strike. It is better to have those from people in their normal state. Those who do the practice (of Falun Gong) would be even better.

Chen Xinguo: Don’t worry, we have done so many, I will check it for you!

Personal profile: Director of Surgery Department at the Institute of Organ Transplantation.  Permanent member of the Committee of Organ Transplant Profession at China Research Hospital Society [6]

II. Organ transplant research suddenly spiked after 1999, and organ transplantation developed rapidly

In 2001, the Liver Transplant Center of the General Hospital of Chinese People's Armed Police Forces was established [7], which is the largest liver transplant center in Beijing. In April 2002, with the approval of the Armed Police Headquarters Logistics Department, the Liver Transplant Institute of the General Hospital of Chinese People's Armed Police Forces was established in association with the General Hospital of Chinese People's Armed Police Forces in Beijing and the Tianjin Oriental Organ Transplant Center, with Shen Zhongyang as the director [8].

Within a short period of just over two years since the establishment of the Liver Transplant Center in May 2003, it became the leader in terms of the number of annual surgeries and the oldest and the youngest patients in the army and the country [9].

On April 6, 2005, the Liver Transplant Center performed five liver transplants simultaneously [10].

In 2005, the hospital formally established a special team for kidney transplantation to carry out kidney transplant operations, and the original liver transplant research institute was expanded into an organ transplant research institute [11]. After the Sujiatun scandal was exposed, the WOIPFG conducted a telephone investigation into the Institute of Organ Transplantation. Doctor Wang Jianli said, “The number (of kidney transplants) is very large! Of the last 1,000 transplants, there were more than 500 kidney transplants. Which country in the world can do that now? Regarding the process, it [the institute] has even established a step-by-step procedure for it!” (Audio/document)

The General Hospital of Chinese People's Armed Police Forces received funds from the China Medical Board (CMB) of the United States to establish the “China Liver Transplant Training Center,” which has trained 55 doctoral and master students and 385 trainees, and sent out more than 1,000 people nationwide and overseas for liver transplantation observation and expertise sharing. The Hospital Research Institute has established the country’s largest post-transplant follow-up center and started a medical file system for liver and kidney transplant patients [12].

News released in August 2005 suggests that, since 2003, Niu Yujian has been engaged in organ transplantation [13]. He has conducted more than 30,000 liver, kidney, combined liver and kidney, combined pancreas-kidney and lung transplants each year [14].

Figure 1.  Snapshot of China Organ Transplantation Web page

According to “Baidu Baike,”, the frequency of surgical follow-up: Patients are followed up once a month in the first half of year after transplantation. During the three to six months after surgery, patients need to take large doses of immunosuppressant and hormones. During that time, they often have weak immunity and are prone to infections. On the other hand, during this period, the patient’s body has the strongest immune response to the liver transplanted into the body, and acute rejection is likely to occur. The three to six months after surgery is a critical period that affects the long-term survival of the transplanted liver and the patient’s quality of life. Six months after transplantation, follow-ups are conducted every two months. In the second year after transplantation, follow-up is performed every three months; in the third year after transplantation, follow-up is one to two times a year. As of August 2005, the hospital had quite a large number of annual follow-ups. It can be assumed that the hospital has a huge number of liver transplants [15].

Due to its outstanding transplant performance, in 2006, the Organ Transplant Institute of the General Hospital of Chinese People's Armed Police Forces passed as one of the first batch of liver transplant and kidney transplant accessible units of the Ministry of Health. In 2007, it was designated by the Beijing Municipal Medical Insurance Bureau as part of the first batch of “Beijing Medical Insurance Designated Units for Anti-Rejection Treatment of Liver Transplantation.” [16] Moreover, the Institute is carrying out seven scientific research projects of the National Natural Science Development Fund Project, the Armed Police Headquarters Project, and the General Hospital internal project. The scientific research projects related to organ transplantation won the second prize of the National Science and Technology Progress Award, and the first prize of the Armed Police Forces Science and Technology Progress Award. At the same time, the institute has undertaken a number of major scientific and technological projects of the National Eleventh Five-Year Plan and the 863 Project [17].

During the period, Xu Caihou (now dead), then Vice Chairman of the Military Commission, Guo Boxiong (who is serving a life sentence in Qincheng Prison) and others went to the Organ Transplant Institute of the General Hospital of Chinese People's Armed Police Forces in recognition of the medical staff [18]. As we all know, the “national organ” bank, which is primarily comprised of Falun Gong practitioners, is all controlled by the military. The Institute of Organ Transplantation of the Armed Police General Hospital has been recognized by the highest level of the Chinese Communist military, indicating that it is the beneficiary of  the preferential policies for the use of “national organs.”

III. Multiple expert transplantation teams: volume of transplants leads in Beijing

Among the 2,098 medical personnel suspected of organ harvesting from living Falun Gong practitioners, as announce by the WOIPFG in 2014, 40 were liver transplant doctors from the Organ Transplant Institute of the General Hospital of Chinese People's Armed Police Forces, including 5 doctors at director level, 11doctors at deputy director level, and 4 attending physicians. Among the 17 kidney transplant doctors, 5 are doctors at director level, 6 at deputy director level, and 2 attending physicians. They can form more than 10 liver and kidney transplant teams. We can verify from the official website and papers that they did conduct “live organ harvesting.” [19]

Public data shows:

Zang Yunjin had been doing liver transplants under the guidance of Shen Zhongyang at the Tianjin Oriental Organ Transplant Center before he was transferred in 2005 to the Institute of Liver Transplantation of the General Hospital of Chinese People's Armed Police Forces and was appointed as the deputy director in April the same year. Since coming to the hospital up until June 2014, he had completed more than 1,570 liver transplants and 22 combined liver and kidney transplants, for up to 160 cases per year [20].

Chen Xinguo studied liver transplantation under Shen Zhongyang. When Chen was deputy director of transplant surgery, he participated in more than 800 liver transplants in 6 years. Because he is proficient in liver donor harvesting and transplantation techniques, he independently completed more than 300 donor harvests and more than 300 liver transplant operations [21].

In January 2015, “Tonight Media Group” stated, “Under the guidance of Shen Zhongyang, the former young doctors independently completed nearly a thousand liver transplant operations.” [22]

On September 6, 2018, Director Wang Zhaohui of the Organ Donation Preparation Office at Beijing Red Cross said to the investigator, “The General Hospital of Chinese People's Armed Police Forces has done a lot such surgeries. The armed police hospital did the most in Beijing. That hospital is one belonging to the army. The armed police hospital, like the military ones, does the most. ” [23] .
